Spray slow cooker with nonstick cooking spray. Place ribs in a gallon-sized resealable bag; set aside.
In a small bowl, combine all rub ingredients then pour over ribs, seal bag and shake until meat is completely coated. Place coated ribs in slow cooker.
In a separate bowl, whisk together ginger, pepper, onion powder, garlic, chili sauce, soy sauce, balsamic and honey then pour over ribs. Cover and cook on low for 6-8 hours.
After cooking, remove ribs from the slow cooker and place on a baking sheet lined with parchment paper and preheat oven to high broil.
Pour sauce from the slow cooker into a saucepan over medium-high heat. In a small bowl, whisk together cornstarch and water to make a slurry then whisk into the saucepan. Bring to a boil, stirring continuously, until thickened.
Brush sauce over the ribs until coated and broil for 1-2 minutes. Serve with ribs with extra sauce on the side for dipping.
